BBC Media Action describes this event as follows:

A sound and growing body of literature exists in economics, political science, communication research and other disciplines supporting the impact of the media on participation, transparency, and ultimately on accountability. The media has a key role to play in informing individuals; providing an inclusive and critical platform for public dialogue and debate; stimulating interpersonal communication and ultimately, policy-making that benefits a greater number of people.

This session will provide an overview of the successes and challenges encountered by BBC Media Action in supporting the media in Angola, Sierra Leone, and Tanzania to improve transparency, accountability and participation in governance.

Key questions to be addressed will include: How do we contextualise our learning on the role of media in improving transparency and accountability within wider efforts to consolidate and build a body of evidence? How has this work contributed to our understanding of what does and does not work in relation to demand side accountability?

Effective External Support?

A key policy and strategy issue in children, equity and development is how to conduct external support. The Development world is very different to 20 years ago. This difference includes the sensitivity to local and national context and the validity and weight of the voices and perspectives of people living development issues on a day-to-day basis. In so many ways the equity lens reflects and demands these principles.

From that perspective is it appropriate for outsiders to a context and situation to provide advice and guidance? If it is appropriate what is the most effective way to provide such "support"?

In her notes below Dr Sue Goldstein, Programme Director for Soul City: Institute for Health and Development Communication in South Africa provides her insights on these themes following involvement in an external review process related to polio communication in Pakistan.

Sitting in a room with armed guards permanently outside, I contemplate the nature of communication for development to eradicate polio and the role of monitoring and evaluation in the process. Surrounded in the trip by committed, enthusiastic people working to achieve the polio eradication elimination targets in Pakistan (and the world) it is heartening that such teams are willing to work in dangerous areas (of course many live in such areas without choice). There seems to be so much that the world of development and social change communication can learn from this massive effort.

Media Digital? Your Critique and Ideas?

It seems that most of the media world is trying to figure out exactly how to engage with the digital world. Of course we have no choice. But the best strategic choices are not at all clear. This is a time of experimentation, trial and error.

That also applies to the relationship between media and development. How can digital opportunities - present and future unknown - best be engaged so that the media freedoms are protected; knowledge is more broadly and democratically gathered and shared; journalist standards are maintained; and, public conversation, debate and dialogue is more inclusive, broader and deeper?
