Dr. Lugada is a senior public health director, medical epidemiologist, and noted HIV/AIDS leader managing transformational programs that advance health across Sub-Saharan Africa. With a talent for both establishing the vision for successful international health and development programs and executing the strategic plan, Eric skillfully aligns resources across geographies to reliably deliver on ambitious targets.

Currently, for Axios Foundation International, Dr. Lugada is Country Director for Sudan and Nigeria. He has restructured and revitalized supply chain operations and laboratory programs to increase lower-income citizens’ access to high quality healthcare.

Earlier, also for Axios, he played diverse key roles: Directed four operational research projects; Directed the International Center for AIDS Care & Treatment’s (ICAP’s) Program Implementation Unit, building 12 new treatment centers; As Country Director and Chief of Party, managed Kenya’s CDC PEPFAR-funded, local HIV/AIDS Prevention & Treatment Grants Management (L-PATH) program.

Previously, Dr. Lugada served as Medical Epidemiologist and Project Officer with the CDC in Uganda and then as Medical Officer for HIV/AIDS research projects with the Medical Research Council of Uganda.

Dr. Lugada has served as an advisor to US and African government ministries and NGOs and worked closely with PEPFAR, USAID, CDC, US DOD, DFID, Global Fund/UNDP, UNFPA, and other international organizations. He holds a Ph.D in Public Health (Epidemiology) from the Centre for International Health, University of Bergen, Norway, and a Bachelor of Medicine / Bachelor of Surgery (M.B.Ch.B) from Makerere University Medical School, Kampala, Uganda.
